Portlanders DO live in a Constitution-Free zone! All areas within 100 miles of either US borders or the coasts fall into this category.

I am not sure what this means in a place like Portland, but in south Texas, there are INS checkpoints along the major highways. Eleven years ago, I was carpooling from Brownsville to Austin, and we had to pass through one of these checkpoints on the way. The agents just waved us through. That left me wondering what kinds of things might trigger an inspection.
